Admiral O'Regan graduated from the U. S. Naval Academy in 1923.
His first duty was aboard the battleship WYOMING, followed by service on the light cruiser CINCINNATI and the destroyer BARRY.
He qualified as a Submariner in 1928 and served on the S-19, the DOLPHIN, and BONITA. He was an instructor in the Submarine School in New London, Conn., in 1936 and 1937.
Duty for three years aboard the CALIFORNIA followed, and in 1940 he commanded the Naval Detachment at the world's Fair in New York.
In World War II he established a submarine base on Midway and was its first Commanding Officer. Submarine Division 42, the "Mickey Finns", under his command sank 16 enemy vessels and Admiral O'Regan was awarded the Navy Cross for his extraordinary heroism as Commanding Officer of the Division.
After the war he served in the office of Chief of Naval Operations, Washington, D. C. with temporary additional duty in Turkey, and as Commander Mine Force, Atlantic Fleet.
He assumed the duties of Commander Cruiser Division FIVE in September, 1952, and served in this capacity until November 1953 when he was relieved by Rear Admiral Ralph E. Wilson.
