Rear Admiral R. E. Libby was graduated from the U. S. Naval Academy in 1922, ranking third in his class of 541 members. He has taken post graduate courses at the Academy and at Columbia, where he received his Master of Science degree. Admiral Libby's sea duty has been, for the most part, concerned with destroyers. He has served on the Boggs, the MacDonough, the Phelps, and the Newcomb. He has also served on the USS Tennessee and the Colorado, and on the cruisers USS Northhampton and Bremerton.
Admiral Libby's tours of shore duty have included service with the Bureau of Engineering; the Planning Section of the Office of the Chief of Naval Operations; as Senior Naval Member of the Joint War Plans Committee, Joint Chiefs of Staff; as Deputy Chief Strategic Plans, Naval Operations and as Director of the General Planning Group, Office of the Chief of Naval Operations. He was also assigned Assistant Naval Attache, American Embassy, London, England and Aide on the Staff of Fleet Admiral Ernest J. King.
During World War II, Admiral Libby participated in the Aleutian Islands operation, the Wake Island and Gilbert Islands campaigns, the Marianas campaign ( capture and occupation of Saipan and Tinian) and in the battles of Surigao Strait, Iwo Jima and Okinawa.
I addition to the Legion of Merit with three gold stars, he has the Victory Medal, and the American Defense Medal as well as the Asiatic-Pacific, American Area and World War II Victory medals.
Admiral Libby was assigned to Command of CruDiv THREE on December 23, 1950.
